**Tender Conditions**
The Tashan Flood Drainage Rehabilitation Project in Leping City has been approved by Document No. 25 of the Sixth Session of the Yuefu Period. The tendering entity is the Tashan Sub-district Office in Leping City, and the project is funded through local construction financing. The project has met all the necessary conditions for bidding and is currently undergoing open tendering for a general contracting arrangement that includes both design and construction.
**2. Project Overview and Scope of Tender**
**2.1 Project Name:** Design, Construction, and General Contracting of the Tashan Flood Drainage Renovation Project in Leping City.
**2.2 Tendering Entity:** Tashan Street Office, Leping City.
**2.3 Construction Site:** Tashan Industrial Park, Leping City.
**2.4 Project Scale:** This project involves the construction of a new canal system and an associated branch road.
- **Canal Renovation Project:** The canal runs generally east-west, passing through the Tashan Industrial Park Administrative Committee, Shenjialing, Xinwan Village, Lijia Village, and the Le'an River Drainage Station. The total length of the canal is 3.7 kilometers.
- **Avenue Branch Project:** This road also runs east-west, connecting the Tashan Country Road at its starting point (K0+000) to the G206 National Highway at its endpoint (K1+963.725). The road is 1,963.73 meters long with a width of 6.0 meters and is designed as an urban road with a speed limit of 20 km/h.
**2.5 Project Investment:** A total of 20 million yuan.
**2.6 Scope of Tender:**
- **2.6.1 Design Content:** This includes the design, preliminary design, construction drawing design, and follow-up technical services for drainage, road, pipeline, and lighting engineering within the project scope.
- **2.6.2 Construction Content:** This involves the construction, completion, acceptance, and warranty of drainage, road, pipeline, and lighting works as per the construction drawings during the warranty period.
- **2.6.3 Additional Services:** Surveys include geological surveys and follow-up services. If the bidder has no relevant professional qualifications, they may legally subcontract parts of the survey, design, or construction work, subject to approval from the tenderer. All fees will be covered by the successful bidder.
**2.7 Bid Division:** One single bid section.
**2.8 Design Compensation:** The bidder is responsible for all costs related to preparing and participating in the bid. The tenderer will not provide any compensation to unsuccessful bidders.
**3. Qualification Requirements for Bidders**
**3.1** Must have independent legal status and a valid business license (all members of a joint bid must provide this).
**3.2** Must hold both of the following qualifications:
- (1) Design Qualification: Grade B or higher in Engineering Design Integrated Class A or Municipal Industry (Drainage Engineering).
- (2) Construction Qualification: General contracting qualification for municipal public works (Level III or above).
**3.3** Must have an effective safety production license (only required for the construction party).
**3.4** Must comply with Yujian Construction Office [2017] No. 14, which requires out-of-province construction companies to register on the provincial construction management system and pass verification. The design company's information must reflect the required qualifications and be officially registered.
**3.5** The design leader must be a qualified senior engineer with expertise in municipal engineering.
**3.6** The construction project manager must have a registered construction qualification in municipal and public engineering, along with a safety production assessment certificate (Safety B Certificate).
**3.7** Financial and credit requirements: The bidder must not have been suspended from operations in the past three years (2014–2016), nor should it have been taken over, frozen, or bankrupted. A commitment letter from the company and legal representative is required.
**3.8** In the 36 months prior to the bid opening, the bidder must not have reported major quality or safety incidents in previous projects. A commitment letter is required.
**3.9** The bidder must not have received administrative penalties from the housing and urban-rural construction department and must not be under any restrictions. A commitment letter is required.
**3.10** The bidder, its legal representative, or the person submitting the proposal must not have any bribery records in the past 36 months, as recorded in the People’s Procuratorate’s anti-corruption database. A commitment letter is required.
**3.11** The project accepts consortium bids:
- Independent legal entities without both design and construction qualifications can form a consortium. An effective consortium agreement must be submitted during the bid opening.
- The consortium must be led by the construction party, who will take responsibility for coordination and contract execution.
- All members are jointly and severally liable for the contract.
- Each member must not submit a separate bid or join multiple consortia. Violations will disqualify the entire consortium.
**3.12** Before the bid opening, the authorized representative (registered builder) must present the consortium agreement, power of attorney, ID card, and registered construction certificate. Units that do not meet the requirements will not be allowed to attend the bid opening.
All required documents must be submitted during the qualification review. Original copies of the construction contractor’s qualification certificate are only needed if requested.
