Director Huang first explained this: On the one hand, the introduction of regulations will definitely affect the EU. The EU's export of electronic information products to China must comply with China's RoHS regulations, which reflects the inevitable result of the mutual influence of various groups in the context of economic globalization. In the trade negotiations with the EU, China's negotiation weight has increased, and it is possible to obtain more exemptions. On the other hand, the formulation of regulations is based on the sustainable development of China. It is the most fundamental to pass legislation to integrate the pollution of electronic information products into industry management, promote industrial restructuring, upgrade products, protect the environment and conserve resources. The starting point.

Director Huang stressed that the "Administrative Measures" have very distinctive features. It adopts the form of departmental regulations in the Chinese legal normative documents and is jointly issued by various departments (Ministry of Information Industry, Development and Reform Commission, Ministry of Commerce, General Administration of Customs, General Administration of Industry and Commerce, General Administration of Quality Supervision, Inspection and Quarantine). Therefore, there are already some characteristics of administrative regulations. China RoHS pays great attention to the operation of the "Administrative Measures". From the beginning of the legislation in 2002 to the start of the standard in 2004, the relevant departments have maintained close ties with the enterprises, and paid attention to the lessons learned from the EU RoHS, and used a number of standards to support them. With the help of catalogue management, the three-in-one model of “legislation, standard setting, and administrative intervention” with Chinese characteristics is formed to minimize the difficulty of implementation.

The "Administrative Measures" consists of four chapters and 27 articles. The main contents can be summarized as "one requirement for three regulations." One requirement is that the design and production of electronic information products need to adopt environmentally friendly and easy-to-recycle solutions; three regulations are information that the electronic information products need to provide the name and composition of harmful substances, the period of environmental protection, and whether they can be recycled; Products in the Product Pollution Control Key Catalogue will be banned or restricted from the use of six toxic and hazardous materials; electronic information products hazardous substances are restricted and prohibited from being included in 3C management.

It can be seen that the “Key Management Catalogue for Pollution Control of Electronic Information Products” will have a very significant impact on the implementation of the “Administrative Measures”. So when will it be released? Director Huang said that the formation of the catalogue will be in accordance with certain procedures. At present, the draft of the "Regulations on the establishment of procedures for the management of pollution control of electronic information products" has been completed, and will be notified in the WTO organization after the catalogue is confirmed. Officially released. In theory, products containing six toxic substances will be included in the catalog, but for most companies in the relevant industry, they have achieved “technically mature, economically viable” and will be included in the catalogue. This "mature one put one" approach gives companies more preparation, but it may also have a negative impact: companies generally adopt a negative attitude against this "mature." Therefore, the government will play an important role in this.

The 3C certification catalogue comes from this key directory. Since the key catalog has not been released yet, the 3C certification in this area has not yet begun. At present, the most urgent task for enterprises is to comprehensively and correctly understand the specific requirements of the logo, and to ensure that the products produced in the future meet the labeling standard "Electronic Information Products Pollution Control Labeling Requirements" (SJ/T11364-2006).

Director Huang also revealed that a special fund for the recycling of used household appliances is currently being planned, but it is still possible to levy part of the cost of recycling treatment.
