Guangdong Promotes Opening of 4K Channel: Plans to Establish 4K, 8K TV and Film Program "Double Center"
In a significant move to boost the development of 4K ultra-high-definition television, the State Administration of Press, Publication, Radio, Film and Television has signed a "Memorandum" with the Guangdong Provincial People's Government. This agreement aims to position Guangdong as a leading pilot province for the application and industrial growth of 4K technology. As part of this initiative, Guangdong Radio and TV Station will be supported in transitioning its existing channels to broadcast in 4K ultra HD, marking a major step forward in content delivery and viewer experience.
The memorandum also emphasizes the establishment of a 4K and 8K TV and film program "Double Center," which is expected to enhance content creation, production, and distribution across the region. The goal is to build a robust ecosystem that supports not only program development but also the growth of media big data and copyright trading platforms. These efforts are designed to strengthen Guangdong’s role as a national leader in the 4K industry.
According to Bai Jie, Director of the Guangdong Provincial Press, Publication, Radio, Film and Television Bureau, Guangdong already possesses strong industrial advantages, research foundations, and market potential in the 4K sector. The collaboration between the state administration and the provincial government is seen as a strategic move to drive technological innovation and promote deeper integration of 4K applications in the media landscape.
Guangdong is also working on expanding its 4K infrastructure. The province has already begun constructing dedicated 4K channels and plans to launch an extensive 4K on-demand zone. As of June this year, Guangdong had nearly 5.642 million 4K TV users, and the province now offers over 1,362 hours of 4K programming through cable TV, IPTV test channels, and on-demand services.
To further support the 4K industry, the Guangdong Southern New Media 4K Eco-Industry Alliance was launched in July. This alliance brings together various stakeholders, including broadcasters, telecom companies, and internet firms, to foster collaboration and create a more comprehensive 4K content ecosystem. The alliance aims to develop new digital home applications and improve overall user experience.
In addition, Guangdong Radio and Television has initiated a plan to restructure and upgrade the Guangdong Mobile Channel into a dedicated 4K channel. Experts from the National Academy of Radio, Film and Television and the Chinese Academy of Engineering have been involved in evaluating and demonstrating these initiatives. The proposed 4K test channel and related projects are now under review by the Provincial Development and Reform Commission and the State Administration of Press, Publication, Radio, Film and Television.
A key component of the strategy is the establishment of two major centers: one focused on 4K TV program production and another on 4K film production. These centers, led by Guangdong Broadcasting and Television and the Zhujiang Film Group, aim to streamline the production, distribution, and operation of ultra-high-definition content. By adopting an Internet-based business model, they seek to build a complete 4K cloud service industry chain that can deliver high-quality content nationwide.
Moreover, the Provincial Press, Publication, Radio, and Television Bureau has organized meetings to coordinate the efforts of radio and television stations across the province. These stations are being encouraged to participate in the production of 4K programs, addressing the current shortage of high-quality content. The bureau is also promoting 4K program trading and international exposure through events such as the China (Guangzhou) International Documentary Festival and the Hong Kong International Film & Television Exhibition.
Looking ahead, the 4K industry in Guangdong is expected to achieve an output value of over 600 billion yuan by 2020. This ambitious target underscores the importance of continued investment in infrastructure, content creation, and technological advancement. With strong government support and active participation from multiple sectors, Guangdong is well-positioned to lead the national 4K revolution.
